Include 'Libraries to ignore' to the central configuration file

It would be alot easier to configure a clients experience if 'libraries to ignore' was included in the central configuration file

  Isn't this already possible using the TreeNodesToHide xml file the resource library?

  It was more of a convenience thing, to try and incorporate it in the Json file

  TreeNodesToHide can be disabled in the settings window by central config. Having this as a separate file that can be detected allows us to better detect this has been set by central config, and disable the local settings window option. There are also other options which are controlled by separate files in the central config, so a broader look at settings consolidation would be needed rather than consolidating options one at a time.
