SharePoint on premises servers (SharePoint 2013, 2016, 2019) require an administrator to add the image file extensions to the search crawl.

Navigate to the Search Service application, then to "File Type".

Add the extensions that you require i.e jpg, png, bmp.

Once you have entered all the image file types, a full crawl is required.
